Parking in bus lane

What are the rules regarding parking in bus lanes with single yellow lines in them? Most of the bus lanes round me have been changed to at any time but there are also yellow lines in them that are only in effect Mon-Fri. Many people are parking in them outside the yellow line times. I am curious, since the rules are contradictory, which takes precedence?

The contravention is being in a bus lane, you can be in it stationary or moving but the council do not have to ticket you though they could

There are anomalies - this lane near me has P&D and m/c bays that can be used during the live time of the bus lane. Daft. I noticed this because I stopped to board someone on the yellow line and assumed the lane wasn't live as there were parked vehicles ahead at the time. No PCN.

Apologies for the (relevant?) thread hijack - this one is near me:

The approach to the marked lane has the times of operation (peak hours) so I often use it when not in force, but part way along is what I believe to be a 'no entry' sign (except buses) which is followed by more time or operation signs.

So is the entire lane outside the stated hours operation for all vehicles ?

Maybe not relevant (?) buy MK grid roads are all Special Roads............
