Disabled Car Park Fine

I got a fine whilst parked in council car park, I was with my mom who is Disabled and the fine says were parked in a disabled parking space without a valid blue badge and not displayed properly even though the badge is valid till October 2019. The badge was on the dashboard which you could clearly see from outside the vehicle

It states that I need to pay £70. What should I do?

the picture that they have shown shows the badge has slid on the dashboard but you are still able to read the expiry date

Need to see the council's photo, not a description of it's contents. You didn't mention before the permit had slipped...

Is that the only council pic?

Did you move the badge before you took your pic?

Where's the PCN and what car park and council is it?

Best to challenge on the basis that a valid badge was on display and you are puzzled as to why the PCN was issued. Say you can see from the council's pic that the badge is there on the dash. Enclose a pic of the valid badge.

As they don't see to have a close up pic then they will need to consult the CEO's notes to see why it was issued.

clearly legible from the outside of the vehicle does not mean from 10 feet away if the CEO could have looked and seen the details then there is no contravention.
