I got a fine whilst parked in council car park, I was with my mom who is Disabled and the fine says were parked in a disabled parking space without a valid blue badge and not displayed properly even though the badge is valid till October 2019. The badge was on the dashboard which you could clearly see from outside the vehicle

the picture that they have shown shows the badge has slid on the dashboard but you are still able to read the expiry date

Is that the only council pic?

Best to challenge on the basis that a valid badge was on display and you are puzzled as to why the PCN was issued. Say you can see from the council's pic that the badge is there on the dash. Enclose a pic of the valid badge.
As they don't see to have a close up pic then they will need to consult the CEO's notes to see why it was issued. |

These are the regulations re the display of a BB
