PCN received, Advice required please Options

Recieved a PCN a few weeks ago, 05/08 in a council car park. It stated that the vehicle had been left in a parking place during a period when parking is not permitted. The car was parked on double yellow lines with a valid blue badge. There was no signage stating that parking was not allowed.
Appealed the ticket and was sent a letter today. The challenge was not accepted and they believe that the Excess Charge Notice was correctly issued. Apparently there is a car park sign that states, you should only park within the lines of an appropriate bay. There were no visable signs wherebthe car was parked. The letter also claims that the car was parked by a gate from the car park to a meadow which needs to be kept clear on Sunday afternoons as the council have bands playing. The council cone off this area firat thing in the morni g if a band is playing.There were NO cones in the place where the car was parked and there was another car that had parked behind.
How should we proceed now please?

An Excess Charge Notice is a Criminal matter, so ask the Mods to move this thread to the Criminal section.
Once that's done, use an external photo hosting site such as Imagur and post up the links. Photo's of the ECN, plus a google Street View reference are needed.
ECNs can only be "appealed" at a Magistrates Court. Double Yellow Lines need no signage.
