Hi everyone,
I am new to this forum. And I need help! I am a doctor by profession but not working at the moment as I am required to clear/ pass my exams as per General Medical Council. I had a course booked at one of the academy in Barking where they teach doctors/ nurses on manikins and simman. Therefore, I was required to commute daily from my hometown, via M25, dartford crossing and into Barking. Before the start of my course, I made my vehicle parking booking at Vicarage Field Parking and purchased a 1 month pass. My GPS took me through Ripple Road in order to access Vicarage Field Parking (the area is too confusing, on the right side is a big gate to the parking but you realize that only when we have crossed that point that gate is closed). I asked one of the paedestrian and he advised me to go further and there is another gate. I went there just to realize this is something for loading/ unloading. One van driver there suggested to go further and finally I found my parking. But then I got messed up. Actually I entered through Ripple Road and while ensuring safety of people around, trying to figure out Vicarage Field parking I missed signages around that area I got my first PCN on 12th October delivered at home and contravention made on 6th October. And for the first time I realized this nightmare. From the next day, I carefully mapped that area and realized I kept on following the same route from 6th October to 12th October until I received my first Notice. And then series of notices came through letterbox just like a Harry Potter movie scene. I decided to challenge to the council. I tried my best to plea with the following reasons: 1- Confusion of area 2- Never sensitized by Vicarage Field Parking admin (though I made booking) that I am not supposed to enter through Ripple Road. 3- That ONLY if first PCN was delivered at my home in 2 days instead of 6-7 days, we all could have avoided this mental stress in the best interest of the public. BUT, all representations rejected by the council. It says "The PCN was issued, as your vehicle was observed failing to comply with a rejection on vehicles entering and waiting in pedestrian zone. The area around Barking Town Centre us a pedestrian zone which prohibits vehicular activities in the area at any time. The only exemptions are for local buses, access to Vicarage Fields at any time or loading in marked bays during specified times)". I intend to appeal at London Tribunals with the plea that it is mentioned in their rejection notice that exemption is Vicarage Field Access (I even submitted my parking booking to the council, not sure they didn't read it or ignored), I may please be waived off with all PCNs as I had a parking booking made. Is that going to help me ? Waiting for a miracle ! Doc in trouble. |

phone them and ask why +1, the tribunal staff cannot give you any legal advice but for this sort of technical / IT issue they're better placed to help you than us. -------------------- If you would like assistance with a penalty charge notice, please post a thread on https://www.ftla.uk/index.php
