Late NIPs imposible?

I seem to recall reading on here a while back that one of the reasons that late first NIPs are very rare these days is that ticket offices run a system which prevents them being issued. Does anyone else remember what it was I read, or was I dreaming?

Can't help with your specific question but while I would hope that ticket offices run such a system, council offices (Manchester is a recent example) seem to struggle at times with 28 day deadlines with PCNs.
Ineptitude or chancing their arm ?
Either makes me doubt impossible though I will accept rare.

There was a case on here where it was issued later despite the camera bods claiming it was impossible.

Certainly it is exceedingly rare. But there are very few pieces of software where the rules can't be manually overridden, or someone hasn't got a template on Word because they can never remember their login. I find it difficult to believe an override doesn't exist just because of the number of circumstances where the 14 day rule doesn't apply.
