Contravention 46 after just 47 seconds

Our van was stopped on Burdett Road and captured on camera for 47 seconds. We have now been issued with a 46: Stopped where prohibited.
The reason the driver stopped was because she started having a bad coughing fit and it would have been dangerous not to pull over.
Are there any grounds for an appeal?

You need to get the whole of the CCTV Evidence - 47 seconds could be seen as de minimis but much more than that certainly wouldn't.

You mean that when confronted with the PCN the driver said........

And had they flagged up this condition with management before? Chronic/acute, one-off? Did they give supervision a heads-up on the possibility that they'd been clocked stopped where they should not?

Without evidence do not risk the discount.

Definitely get hold of the video. If there was some sort of medical episode, the video should show it.
