I have just received this letter. It reports my name on it but not the address where I'm living. It reports the registered office address of my LTD company. Now, at this registered office address I don't have a physical office but it's just a mail forwarding service and all official government mail is scanned and emailed to me within 1 working day.
I don't own a car so the only way this could happen is while renting a car. I indeed often use Zipcar for moving in London for work reasons, I usually rent cars for a few hours. On Zipcar I pay with my LTD company debit card so the billing address on Zipcar (the rental company) is the registered office address of my LTD company. The problem is that I never got any letters related to any PCNs in the past so this is the first one and given it's amount (513£) I believe that this is something that may have occured months ago as I was using a lot Zipcar at the end of 2017-beginning 2018. I don't know what to do as the amount is quite important. |

Where was the letter delivered to - your home address or the mail drop?

This letter was delivered first to the registered office address of the LTD company and then the mail forwarding service sent it to my home address. As I said at the registered office address of the LTD company there is a mail forwarding service but this mail forwarding service never sent me anything before this one.

you need to unravel when and what this PCN is and how Zip processed it. A good start is check your credit card statements as Zip would charge an admin fee at the time - £20 I think. If you know the car reg from docs you can check with Tower Hamlets - is there a PCN number on the letter anywhere?

Ok thank you. I check my Zipcar statements. On this letter there is only a Client Ref number: TTxxxxxxxx (10 digits in total)

Sorry but I'm reading now on gov.uk that before getting at this stage I had to receive first a PCN then a Charge Certificate and then a Order for Recovery. I have not received any of those. How can I be responsible for something I wasn't aware of????

The bailiff will probably find you at your home address at some point unless you've not got your home address at companies house and your name is John Smith. I said check the credit card statements for an admin charge. Also Zip should have told you - check emails. Where a violation, incurred during the Member's Reservation Period or after it as a result of failure to adhere to parking regulations, is sent directly to Zipcar, Zipcar will either pay the penalty/fee on behalf of the Member and then add the penalty/fee to the Member's account or Zipcar may, if permitted by the authority issuing the violation, transfer liability for the penalty/fee notice to the Member and the Member will then be wholly responsible for all correspondence with the appropriate authority and any penalties/fees due. Zipcar will always inform a Member which one of these two courses of action it has taken, and will endeavour to provide notice to Members before it pays any penalties/fees attributable to them. Once paid by Zipcar, it may not be possible for the Member to challenge the penalty/fee. The right to appeal, or transfer liability, on any traffic or parking charge issued by any authority or body belongs to Zipcar and will be at Zipcar's absolute discretion. In the case of speeding notices, Zipcar is obliged by law to pass on the offending Member's details to the police who will then contact the Member directly. Ok, on my credit card there was no charge related to any fines so I reached Zipcar. They found an admin fee charged on my account on the 23rd Jan 2018 for a fine issued in December 2017. They passed my billing address to the Council and given that on Zipcar I use my company's debit card they passed the registered office of the LTD company.

I suspect the address got garbled - you'll need to call the council to ask where the paperwork went (presume you now have car reg and PCN number).

Sorry I'm panicking because that letter is treating me as a criminal. I have never got a fine in 12 years of driving and I never had a debt in my life neither. I don't even have a credit card....
So, should I contact the council or the enforcement officer? I don't wanna have baliffs at the door, I have got a reputation. Never had an issue in my life |

I hired the veichle as I'm the director of my company and I use the car for work. They addressed to the registered office of the LTD company using my name. Did you sign up as an individual or as a business account, with presumably you as the named contact and also a named driver. |

On the letter that I received there is my name with my company registered office address below because as I said Zipcar has only one address on their records and it's the billing address of the business debit card. There is no section on their website and they don't ask an home address anywhere. They assume that your billing address matches your home's address I hired the veichle as I'm the director of my company and I use the car for work. It's a one man LTD company where I'm the only director and shareholder. I signed up as an individual in 2014 and the LTD company was formed in 2017 so I updated the account with my Business details and debit card. They don't answer the phone. I'll check if they have an office where I can go to explain this issue personally. |

Try calling in the morning - council staff don't work late unlike entrepreneurs. Well that is not an issue as I said the LTD company it's mine so doesn't make any difference. I'm ready to pay but I don't see how I could know about it if they have been sending it to the wrong address. There is also my mobile number on the Zipcar account and nobody cared about informing me about the fine. Also, I have just discovered that the original PCN is a parking fine of 130£ but on the Tower Hamlets website the debt outstanding is 203£. Is there anyway to pay directly this 203£ and get this settled because I prefer to save my time. Also, would this affect my credit rating or whatever? Thank you for your help |

I don't see how I could know about it if they have been sending it to the wrong address. Hang on; in what way was it wrong? Is is different to the address you used when registering with zip? -------------------- |
