Good evening,

First post, please let me know if anything needs to be corrected. I tried the search engine but struggled to relate completely to my situation, so decided to create this post.

I have received today 4 different "Notice of Enforcement" letters, with 4 different PCN numbers on them, for offences dating from late December 2019 to March 2020.

The thing is, this is the first time this comes to my attention. I didn't find any ticket on my car at the time and didn't receive any letter regarding this. So I have been completely unaware until now. I moved to a different address on August 2020 and I don't own the car anymore as it went to scrap.

The car was vandalized several times back then in different occasions (reason why it ended up going for scrap) and reported to the police. It was reported on dates that are very close to the dates on the PCN. Would this be of any relevance? Can I challenge the PCNs in this circumstances? Is it normal that this letters arrive so long after the "offences"?

Also 3 of the PCNs are for "Parked for longer than permitted" on a "10am - 7pm 1 hour No return within 1 hour" bay, and one is for "Parked in a restricted street during prescribed hours" in case this makes any difference.

I would really appreciate any help, and if any more details are needed please do let me know.

OP, you'll fail with your OOT. This is not a get-out-of-jail free card which requires nothing more than someone to say 'I moved'. You get one free go at this, don't treat it casually.

What you have said so far is that:

There appear to be 3 addresses involved: the one you occupied when you disposed of the car; the one you occupied when the NTOs were sent; and the one to which the NTOs were sent because you failed to update DVLA.

You repeat that you disposed of a vandalised car, but this is irrelevant.

So, putting the DVLA register to one side for a moment:
Address A - you occupied from *** to ****;
Address B - you occupied from *** to ***;
Address C - you occupied from *** to ***;

Would be a start.

Thank you for clarifying that it being vandalised is irrelevant, as I still had some hope it could be used in my favour...

The times on each address are

Address A - occupied from 2017 to May 2019
Address B - occupied from May 2019 to August 2020
Address C - occupied from August 2020 to present
