Hi guys,
I got a PCN today under code 62: more than one wheel off the carriage way. I was parked in what looks like a 3 space parking area which often contains parked, un-ticketed vehicles. Im asking for your help clarifying if im in the wrong as i truly believe I was parking correctly and cant really pay the £65 charge. I would like to add that the masked areas of the PCN appear correct but the colour of the vehicle is wrong. Unfortunately i cant gain access to the pictures from the PCN as the website is undergoing maintenance and also requires a web code which is not displayed on my ticket. I do have my own set of pictures but have held back from posting them here. I don't think you have any chance with this although it's a deceptive as it looks like a lay-by but you must be careful not to park by anything controlled by yellow lines. The ramped area is for the bins in the cupboards as you can see if you go back in time on GSV.
Newham won't give way on this so you'd have to take your chances with the adjudicator. |

If the ramped area was for the bins i would have expected it to only be 1 or 2 bins wide not 3 car widths. As well as this is doesn't line up with the bins either as the space travels beyond the bins in one direction and the bins travel further in the other. Even if that was its use surely the bin lorry cant stop there either.

If you look back in time it's clearly been put there for the row of bin cabinets. But that's irrelevant as what ever it is, it's not a parking bay.
Generally when in a controlled zone during controlled hours you'd be lucky to find an unsigned, free bay, and the yellow lines in any case control the pavement. https://www.google.co.uk/maps/@51.5355146,-...6384!8i8192 Having said that we've had cases where these apparent lay-bys have been successfully challenged (but not in a city) and it's your right to argue your case with the tribunal. |
