I post this for the benefit anyone who has fallen foul of Park Watch at the mentioned car park behind the Post Office in Castle Dene Shopping Centre at Peterlee.
I was contacted by someone who had picked up a PCN parked in the end bay which was marked with orange lines and has a cross right through it. The bay was part of the overall parking area all painted with the usual white bay markings but in February new lines were painted in that one specific bay here. White lines still show on Google Streetview and Google Earth but those haven't been updated since. Anyway, gist of this is that I appealed the ticket on the driver's behalf and brought out that this bay seems to have been changed for some reason or other that is not defined on the signs. I said that it was likely that the bay was pain=ted as a deliberate trap to motorists since the Town Centre Management had eased other parking restrictions and Park Watch had probably painted the bay themselves to continue with a cash flow from the car park that was hit as a result of the easement of restrictions. More said on that point specifically and I brought in lack of signage etc. Park Watch are POPLA members so an appeal was always going to be worthwhile. Anyway, got a cancellation two weeks later with no explanation as to why. Not many PCN's get dropped at this point so I wondered why? Was down there again today and I caught up with their operative and asked about that bay. Oh, the bay is nearly always being used by a big Audi that never seems to get a ticket. Answer was that the operative was new to the job here and couldn't answer any details prior to her employed BUT she said that the bay had actually been bought by the Post Office manage whose Audi was always there. So Park Watch had no jurisdiction in overseeing that space, but you can be your life they'll continue ticketing there. Anyone who stumbles on this post while searching for incidents involving this exact space should appeal on the basis that the bay is not in the hands of Park Watch to monitor. -------------------- The Asda shopping trolley parking ticket enthusiast
