If you speed and it's band B or C does that mean it's most likely to be a court summons?

Personally I would just call up the local ticket office and ask, as you're way past the 14 days, if the case hasn't been processed already, there's nothing they can do. If you call them and they say there's nothing showing up against your number plate, then you got away with it.
