It's a traffic sensor connected to the request button. For future reference amber means stop, it's illuminated for 3 seconds (+/- 0.25s) and you should stop unless you are too close to the stop line. There is no (normal) defence for passing at red. No idea, the sensor is facing the wrong direction to be of any use as a camera (which it is not). A camera would need to be set back and pointed in the direction the traffic was moving.
