Probably this Gatso.

You could try asking for photo's to assist in the driver identification prior to naming the driver. (The 28 day clock doesn't stop)

Regardless, you have to name the driver.

That excess will see a course offer if you haven't taken one in the last 3 years, otherwise 3 points £100.
