"The Act is designed to stop firms accessing the Driving and Vehicle Licensing Agency (DVLA) database – thereby limiting their ability to issue tickets – unless they comply with a new code of conduct.Drivers will also be able to more easily challenge unfair tickets through a new independent appeals service."

Likely to be a further 1 million more requests to the end of this month, some 6.8 million in total.

But of course, this number, whilst a lot more than the tip of the iceberg, isn't the whole iceberg. There will be a not insignificant number of windscreen ticket recipients traumatised enough to simply pay up within 28 days of getting one, with no need for the PPC to access their details from the DVLA.

I'd hazard the overall figure may be nearer 8 million motorists penalised by the private parking industry in 2018/19.

I'm wandering how long it will take for the code and regulations to be generated?
If we look at TMA2004, the general and appeal regs took three years, 2007 when they were released.
And segments still have not seen regulations, moving traffic and bus lanes for instance.

Then there are so many questions?
Who will the code favour?
Will POFA rule all charge notices?
Will independent appeals be the only route?
Will this include precluding court from both parking firms and public?
CCTV outlawed as with council car parks?
More comparison between council and private penalties.... outside of London it is cheaper to park on double yellows then run foul of a PPC.
Restriction on added fees?
Time limits..
Loads more obviously but so many need answering before the process could even get close to being fair to motorists.

Are you talking about the public not being allowed in a county court ?

and CCTV vans not being allowed to patrol council car parks ?
