PCN Code 83: Parked without clearly displaying ticket

Hi all,

I am looking for some assistance please.

I was in Ashby this morning, paid for my ticket which was quite cheap.

I displayed it correctly in on my dashboard, no sticky available for windscreen, but upon my return I had a council PCN waiting for me.

I can only think that after I exited the car, it flipped over and I didn't notice the ticket facing the wrong way.

At the moment the charge is set at £25, but will raise to £50, which is outrageous considering it is £3 to park there all day.

Appreciate if you could provide any support.

Post the PCN and have a look on council site for pics. Use a site such as Imgur for pics. A pic of car park terms too if you have it.

Some councils will cancel on production of a valid ticket. Others won't.

There is an ID number on front of ticket, is there one on back?
And if so, would this have been visible (or photographed) by CEO?

Can't find a policy on discretion for flipped tickets.
Some leeway on the wording of clause 8, it does not state continuous display but I would not like to rely on it with a flipped ticket.

As DD says, post the back of the P&D ticket.

Where was the ticket? Was it visible on the dash?

If so, I would make a simple, polite challenge:

Dear parking,

I would like to challenge PCN no. xxxxxx as I had bought a valid pay and display ticket. I usually take great care when parking but it seems on this occasion the ticket had flipped over on the dashboard. I'm sure your CEO has a picture of the ticket showing the serial number on the back that matches the valid ticket I enclose.

I do hope you will exercise discretion on the basis that I did pay for parking at the time the PCN was issued, and will endeavour to ensure this doesn't happen again.

If that does not work the Order throws up an interesting snippet:-

It says a parking ticket has to indicate the vehicle registration number---which takes me back to the car park sign which indicates vehicles must be parked in accordance with the parking order. Ergo no VRM means the Council have issued a duff ticket and they want to penalise you for not displaying a duff ticket---hmmm!

The Order also contains the archaic issue of identifying the driver which could possibly provide some fun and games in this case.

OP, you did not say in post #1 that on seeing the PCN you looked in your car and found the ticket.....

Could we please have a positive statement regarding where you found your ticket.

I have disputed the PCN as the serial number on the back does match the one on the front.

Will take a few weeks for them to respond.

The ticket was on the dashboard, more towards the drivers side ( I placed ticket in the center of dashboard)
