Who is "HE"

Are the pics you posted by the car owner or the Council......if by the car owner are there Council pics available as they should give a clearer view of the car parked in relation to the dropped kerb.

Looks slightly over the dropped kerb, did you take any picutres? As the CEO photos are all at an angle it's hard to judge whether it's minor enough to be de-minimis.

lol....silly me thought your post meant he CAR was moved not the PNC ... Usual practice of not taking a picture that clearly shows the relation between the end of the car and the dropped kerb ........
..... standing on the pavement and taking a picture to include the rear of the car AND the kerb would have shown the true situation .

As the CEO didn't take the obvious shot side on then there is doubt that the car was in contravention and may not have been or only trivially so. I think there's good chance an adjudicator would rule in your favour.

I agree that the photos do not prove a contravention. You should avoid being partly in a bay & partly out as a ticket for being outside the bay would have been harder to fight. I would also understand if the householder phoned for enforcement action.

All that apart I think you can beat the PCN at adjudication but will have to risk the full Pcn value.

@ Mr Mustard
I dont understand, whats wrong with parking out of the bay? This bay only applies between 10-11 and this was outside of that time?

Because you can get a Pcn for being outside of the bay outside bay hours

Or specifically, "Not parked correctly within the markings of the bay or space"

Hi Guys & Gals
I challenged this PCN online on the 15/02 and got an email receipt, with a note on the bottom saying 'I can confirm that we have received your challenge, which will be attached onto the case. A response should be issued within the next 14 days. Please be advised that the case is on hold and will not progress until a response has been issued.'
I just remembered that I have not received any correspondence by post or email regarding this, and having checked on Barnets website, the amount owed is now £110. ie. I have lost the reduction.
What do I do now?
Thanks

Wait for the Notice to Owner. Also check that your name and address on the V5C is 100% correct (don't assume, actually check).

Just calle Barnet and spoke to someone on the NSL team who confirmed that as no response had been sent out to my appeal within 28 days, he will cancel the ticket!

That's a turn up - nice to see a company taking its service promises seriously.

Just received an email:

Thank you for your call in relation to the above PCN, which was received by the Council on
03/04/2019.
We have decided after further investigation of the details provided in your call, to cancel the
PCN.
We have cancelled your PCN due to a system error.
Please be advised you are no longer liable for the PCN, and all enforcement for the PCN has
now ceased.
Please also be advised, this outcome does not affect the decision of any other PCN issued
under similar circumstances.

Wow! Barnet really upping their game!
