There is no ongoing case, but thought it worth asking given the situation is not very far from where I currently live.

The road in question has parking bays marked with dotted white lines, and outside of the bays the rest of the road has single yellow lines from start to (cul de sac) end. At some point there was some roadworks done near the kerb area in a couple of spots (each approximately 2-3 metres long) where the surface has been taken up. While the surface has been replaced, the yellow line has not been repainted, so the line runs, then a gap (with no terminators) and then restarts. If someone parked in the unmarked area, would they be liable for a ticket during the control times mentioned on the sign?

'liable for a ticket' doesn't mean anything in the context you think it does.

Will they get one - almost certainly, they are then liable unless it's overturned at one of the appeal stages, the council will likely take it all the way to tribunal, because they can, where the would be a good chance of success but never guaranteed.

It's rare a car is sub 4m, so 2-3m isn't big enough to park on anyway... or do you mean car length?

Without seeing it would be hard to make a judgement, the test is substantial compliance. so are the lines as a whole enough to inform the motorist. The very subject of lines removed for road works was mentioned in the Herron case

Cheers, I had my suspicions but good to know in case its relevant in the future. It's a popular road for people to park on so... wondering if someone would take the chance to go where no lines existed!
