Use of Highways Act 1980 for prosecuting people who obstruct Camera Vans

At least one police force is using s.303 Highways Act 1980 (obstruction of officer person executing the act) to prosecute anyone who is obstructing civilian operators of camera vans, and after looking through various pieces of legislation, I'm sitting here wondering if this is actually unlawful.

I can't see any way to jump from someone being a civilian camera van operator to being a officer person working pursuant to the Highways Act or its children.

Can't seem to find anything of help here. Additionally, the police force in question seem to be relying on s.303 explicitly, whereas this section would seem to not require the use of s.303, as s.303 appears to be a catch all for its act and child acts.

I've spent a few hours looking at the legislation again and I still can't figure out how they've managed to connect these dots

It almost looks like a troll account but it appears instead to just be operated by someone very, very, very stupid. Effectively just self referential back patting written by a person that sounds to have some sort of cranial growth deformity.

Also they got a "Chief Constable Award" for this? Is this not just the job you would expect even a member of the public to do? As a nurse I quite often stop at the scene of accidents to give first aid and on occasion CPR. Thank god my employer doesn't run an awards ceremony every time.

Yeah, it's definitely s.303 - their warbling on twitter is similar to what it says in the legislation, as well as confirmation via an FOI request I sent last year

To clarify, I meant which part of the execution.....which part of the act covers witnessing a crime?
