Is there any point to dispute this one?
The situation was as follows:
The driver was giving a lift to someone on “suicide watch”. The driver was dropping off the passenger as close to the apartment block as possible as a resident from the apartment block was taking over from the driver.
The keeper’s name and address are both on the PCM.
When the driver realised that there are parking/stopping restrictions - it was too late.
There were no cars behind the driver - so the car didn’t cause obstruction or inconvenience.
The driver stopped for less than 2 minutes to drop off passenger.

I could be wrong but isn't the location where they cannot take action for less than 10 minutes stipulated by their principal?

In my view the motorist is entitled to assume that yellow lines have the same meaning as public roads and that he can stop for passengers to get in or out
If PCM wanted to forbid stopping it should have painted them red
The entrance signs are also defective
The last time I visited, there was only a small inconspicuous brown sign to indicate that it was a private road
There is also lettering on the road but it's cunningly placed so that, from the driver's viewpoint it's hidden by a speed bump
I recall a thread regarding the ten minutes rule
The contract's now changed but I also recall some threads that PCM didn't have any authority to pursue Parking Notices
Edit the obvious line from your post that identifies the driver
In my view PCM can't rely on the Protection of Freedoms Act to recover payment from the keeper
Although it's a private road, it's a public highway and parking can be subject to statutory control

According to the Land Registry the location has a restrictive covenant
I haven't had the incentive to buy a copy but it might be revealing
One possibility is that it requires the owner not to restrict access to the station

The KEEPER is the person they wrote to, as noted on your V5
They have no idea who the driver is - it could be the keeper, it might be someone else. Except you tell them precisely who it is.
EDIT your post of 22:39 where again you give far too many clues as to driver ID.
DO NOT give away anything that could be used to ID the driver AT ALL.

You don't need it; we have it
Farenheit's proposed letter in a recent thread is a good starting point as it has the key ingredients of poor signs and an exemption to park on yellow lines
What you have to understand is that you're not writing an appeal to PCM
You're laying the paper trail so that a judge can see later that you acted reasonably by challenging the PCN at the earliest opportunity and that the PCM reasons to reject the appeal are nonsense
