Yellow Box Junction PCN, Alleged Violation of 31j

I've received a PCN from the London Borough of Redbridge for the alleged contravention of Code 31j, entering and stopping in a box junction when prohibited (camera enforcement).

I've attached links to photographs and video that the enforcement authority has posted on its website. Hoping that they will work. The traffic in front of me was moving when I entered the yellow box. I also stopped for a second or two to give way to the vehicle waiting on left link road and when I approached near the end of the box the vehicle ahead of me became stationary. The yellow box on this spot is quite a long patch as well.

I need your advice that shall I challenge the PCN or pay the reduced fine of £65. I have almost ten days to either challenge it or pay the reduced fine.

reinstate all dates and times on PCN.

It's hard to see on video but it does seem you are pretty much in contravention. Thinking quickly you could have turned right to get out of the box.

However you may be moving a bit and there does seem to have been space ahead outside the box so it's possible an adjudicator would be on your side but it's a gamble.

If contravention is 1/10 then clearly it's been served in time.

The poor camera angle is the best bet in my view.

Horns Road is quite long so vague location is another point.
