Brother is renting a room, as a lodger, in a block of flats.

He's received the following to our home address.

You cannot do anything. If you move address, let them know your new ADDRESS FOR SERVICE (using those exact words)

You're telling me, I should ignore the letter, and wait till we go to court?

You don't ignore a Letter Before Claim

If UKCPM failed to send the Notice on time, the permit is irrelevant
It's only a secondary argument that, even if they had served the notice on time, the driver owed them nothing

Even so, you don't ambush UKCPM in court
You tell them this in reply to a Letter Before Claim

tbh, none of this makes sense to me.

and why the argument of "you don't have proof of postage" works in this scenario and not in others e.g. Getting speeding tickets/Speed awareness course but being out of time to response etc doesn't make sense to me.

I've been told on this site that one can't argue about not receiving letters on time/at all and to request proof of postage, but yet somehow it's acceptable to argue that here.

I'm just paying both these now. It's weird and complicated and so far the methods haven't worked.
