TFL PCN at the same time of expiry, Was given a PCN at 4 and that's the time of bay expiry

Hi, my dad was given a PCN at 16.00 which is the time of the bay expiry and arrived at his car at that exact same time to see the attendant had put a PCN which means the enforcer was writing this just before 16.00. The pictures were done at 16.01 and you can see him in the picture.

What's his rights to appeal? Does he have a chance?

They may have got it wrong on their website, but the HHDs they now use have an 11 minute grace period on them.

There is a 30-minute limit.

The OP only has second-hand info that parking did not exceed 20 minutes.

The OP’s info might be wrong.

The 10-minute period applies to when the veh was first parked unlawfully.

There is no observation period on the PCN.

The time of 4pm would be a distraction if the CEO’s notes show a first obs at 15.19 or earlier.

We don’t know, but there’s a sufficient argument for a challenge.
