Received a pcn on the 05/02/2021 code 30 parking longer than permitted on Foster Ave, Beeston from Nottinghamshire county council.
Contacted the council on the day as the pcn had left lots of residue on the windscreen, they helpfully suggested using soap and water! Sent challenge online on the 18/02/2021 which was uploaded onto their system on the 22/02/2021. The challenge used the legislation in the link below as the ceo had caused an obstruction to the windscreen. https://www.gov.uk/government/publications/...een-obscuration I received a letter dated 04/03/2021, the notice of rejection of informal challenge and decided to pay the discounted amount of £25 which had been re-offered if payment was received by the by 22/03/2021. I paid the discounted amount on the 22/03/2021 using the 24 hours/7 days a week telephone automated payment line 0345 520 1357. The four minute phone call commenced at 23:48 and concluded at 23:52, payment was acknowledged with the issuance of a payment reference number ********* (should this be included on this public forum?) On the 29/03/2021 received Nto dated 25/03/21 demanding payment of £50. How should I proceed? The council telephone payment system issued a nine digit payment reference number but the payment hasn’t been taken as I have checked with my bank. The bank said it was a fault with the councils system as the payment was never requested as it is not shown on the banks system. If the bank had declined or accepted payment this would be shown on their system but this is not the case and yet the council’s telephone payment system issued a payment reference number! https://ibb.co/6N6DJyM https://ibb.co/B4sp7Vt https://ibb.co/BnMVqqZ https://ibb.co/NChXngj https://ibb.co/XCQDZPt https://ibb.co/88zYhst https://ibb.co/K2fz9kN https://ibb.co/gvkQ02j https://ibb.co/nj2NmX2 https://ibb.co/G0mY6MM https://ibb.co/tzWq2jj https://ibb.co/vhLT8xV https://ibb.co/vY2H1Pq https://ibb.co/Dfb5Jkx This post has been edited by Wamos: Tue, 20 Apr 2021 - 11:36 |

Knapp is usually quite good, fair but exact in his findings.
IMO you would have won anyway with him in the chair. |

https://ibb.co/8YXVPq6 https://ibb.co/YBBhtC8 Any thoughts on the response from the parking complaints team? What were you hoping for? They have cancelled the PCN. He didn’t acknowledge that you had “paid” but he does admit that they increase the PCN amount prematurely and that could be why this happened. |

Really what they should do is recognise that they should have identified the failed attempt the first time round, and that they will change their processes going forwards so that they are able to identify such failed attempts in future without having to go backwards and forwards or getting the data protection team involved. -------------------- If you would like assistance with a penalty charge notice, please post a thread on https://www.ftla.uk/index.php
