PCN Code 21 - Parked in a suspended bay (Ealing Council)

Hi,

Thankyou for taking the time to read this.

My girlfriend had a PCN Code 21 issued to her outside our home whilst I was away. I've just got back home to deal with this, but have to submit my formal representation by the end of today.

Temporary parking suspension notices were put up, but she isn't sure when. She didn't notice that she had been issued a ticket and drove away without initially taking photographs. Once she noticed, she returned home to take photos. The car circled in red is the location where she was parked.

I've been searching online to find out more details about the use of temporary signs etc. but would massively appreciate some help from people more in the know.

Initial thoughts are:

The road is Leyborne Avenue, not LEYBOURNE Avenue as stated on the temporary notice. Does this make a difference?

The notices state 5 bays affected but markings on the road are not for individual cars, just once continuous section.

I'm not sure what S/O stands for (as well as the handwritten scrawl on the notice).

Do the numbers 129 and 131 correspond to house numbers on Leyborne Avenue? The sign nearest my girlfriend's car was located outside numbers 2 and 4 Leyborne Avenue. We are near the junction of Leyborne Avenue and Northfield Avenue, but the street numbers for the buildings on the corners of the junction are 129 Northfield Avenue and 135 Northfield Avenue (no numbers 131 or 133).

Are you allowed a time to be able to load/unload (I appreciate the sign says No Loading), as the time it was witnessed on the PCN was starting from a set time and ending on the same time. So, for a period of less than one minute.

Information on the notices seems very misleading and inaccurate.

I hope all of this makes sense and thankyou in advance for any help with this.

s/o = o/s same person who got the spelling incorrect. The sign is inadequate IMO and that should be your main ground especially if it leaves doubts as to the extent of the suspension.

Have a look at recent Ealing suspension cases which all relate to gas works --they should give you a handle on how to appeal.

I thought it referred to what the council should do...
Motorists should not be required to second guess what the sign means.

Thankyou for your replies and advice. I've submitted a response to them, so I now await their reply. I'm quite prepared to take this further as I'm not expecting them to drop it straight away.
