No mention of POPLA, £20 would make it more difficult to argue against but they then spoil it by increasing it to £60. Wonder who the third party is they have to use to get the DVLA to release RK details, the NTK will reveal more.

TBH I would just pay the £20 unless you feel there was something particularly unjust about the circumstances in which it was issued.

The DVLA make a special case for hospitals & allow them to operate parking regimes with access to keeper details without membership of an ATA or access to a second level independent appeals service. This is contrary to the DVLA's stated policy but as they are a law into themselves there is little that can be done. TBH Hospitals are a special case with large public car parks that are not subject to statutory control which would be a more satisfactory solution than the current mish mash.
