Sold car now received three PCNs, Sold car four months ago

Four months ago I sold my car and submitted the seller’s part of the V5C to the DVLA advising them of the new owner. Today I returned from holiday to find two PCNs from Westminster Council for moving traffic violations and one from Transport for London for entering the ultra low emission zone, all sent to me as registered keeper. All offences are dated 25th June, which is 2 days before I left for holiday.
I mailed the V5C the DVLA by second class post and don’t have a receipt for this. I have the name of the buyer but not his address.

I plan to write to Westminster Council and TfL stating the date I sold the car and including the buyers name and telephone number. Is this a reasonable approach?
