Hi guys,
I got a PCN from Glasgow city council whilst using the Ringo app that lets you pay for parking on your phone through a pre registered bank payment card. Problem is, i have 2 vehicles registered with the Ringo app and i must have accidentally clicked on the wrong one. I appealed to the council highlighting this but they are not interested so not only are they insisting i pay the PCN but there is no mention of the £4.20 that i paid to park in the actual space , albeit it was accidentally for another vehicle. Anybody had a similar case to this ? Any success or advise on whether to take it further ? Thanks. |

It's a very common error and some councils will cancel for a first cock up but others just won't.
you can post the PCN and rejection and we can check for errors. |

Well they have fettered discretion in 'finding no grounds' to cancel - the grounds include discretion for an honest error.
They are also hiding behind Ringgo, which is irrelevant as you are not disputing an error on your part. Finding Glasgow's enforcement policy could help take this further, but at present you are faced with punting £30 to see if you can change their mind on discretion, which is not hopeful. |

There is a will/may glitch in the letter which might be exploitable but some Scottish adjudicators have been known to ignore this ground.

Given Glasgow is likely to re-offer the discount at the formal stage, it may be worth waiting for the NtO and asking for discretion again. If they make a further will/may error, you can then decide whether to pay the discount or take a punt at the tribunal.
