Ticket on yellow line - contestable?, Drove away without being issued ticket but received in post Options

Hey all

I recently parked on a double yellow for a couple of minutes, was across the road from the car

I saw a warden beginning to issue a ticket so I ran back to the car and drove away. I was sent a PCN in the post and they have sent across some evidence.

The evidence is just one picture of my car on the double yellow, and the other is a picture of my windscreen, with no view of the VRN or anything.

Is it worth contesting? They have noted on the PCN that I drove away before the warden could issue the ticket, but is one picture enough to prove the contravention? (the one of the windscreen doesn't show anything of value as far as I'm aware)

Are wardens allowed to take pictures from handheld cameras and are these enough to enforce a PCN?

Photos aren’t needed to enforce the PCN, but please have a read of the below (and edit your post accordingly):

As per Starworshiper, photo's are not mandatory. All the Council has to have is the correct VRM, location and Contravention Code.
The Traffic Management Act 2004 allows Councils to serve PCNs by post if the CEO "had started to prepare a PCN but was prevented from serving it by either affixing it to the vehicle or by handing it to the person appearing to be in charge of the vehicle" to the Registered Keeper.
There are a few exemptions - what were you doing when the warden pounced?

There are two exemptions from double-yellow lines, (1) loading/unloading, <but NOT shopping> and (2) boarding/alighting passengers. Hence we need to know why you were on the DYLs.

You have not offered any evidence or view that you were not parked in contravention, so this can be assumed, as can legitimate service of the PCN.

The lines are clear and need no signs.

You have until Wed. 21st to pay the discount although it is possible that it might be reoffered in the event of unsuccessful representations.

You could make representations by way of apology, but in all honesty this is purely going through the motions unless it could bolstered with some legitimate reason for stopping on DYL and facing against the flow of traffic!

Maybe just pay the discount and move on.
