Would it have been a good idea to move the lamp post first?

No surprise, if I had a pound for every time I'd heard a contractor say "Sorry mate, can't touch that, you need a sparky" for very simple jobs I'd be a rich man.

Is it any wonder when doing much more than replacing a fuse nowadays requires a registered electrician able to issue a safety certificate?

One suspects the answer is more mundane.
Like someone mucked up the scheduling of events. "Can't move that lamp post mate, it hasn't bin authorised" "This is when I should be painting so painting I shall" |

The biggest factor is usually the electricity board taking their own sweet time to disconnect and reconnect to the new column. In the old days I have seen a post pushed over by a lorry or JCB so it can be disconnected as an emergency call out.

Builders/contractors will just claim they are building to schedule and the council/elec board/lighting contractors are to blame for not coordinating with them.
