Hello
I have received Form TE3 : order for recover of unpaid PCN for contravention dated 17/1/2019 for 38JL (ailing to comply with a sign indicating that vehicular traffic must pass to the specified side of the sign (must pass to the left) by cctv.
Now looked on council website and the following details came out.
PCN issues : 25/1/2019
Charge certificate issued:06/03/2019
Notice of Debt registration issued : 10/4/2019
Debt registration accepted :10/4/2019
Today in post received:18/4/2019: order for recovery of unpaid penalty charge

In my case, by looking at the images,I agree that the above conternetion has occurred but I have not received any PCN notice or any charge certificates or whatsoever so far. I haven’t changed my address in the past two years.
My questions:
1. How would I know where they have posted all these notices? Do they send it by recorded delivery?

2. How shall I contact Ealing council to explain that I have not received PCN and I am willing to pay that initial PCN ?

3. Is there any chance in success If i fill this Form TE9 and state that “I didn’t receive Penalty Charge Notice” ?

4. Do I need to fill this Form TE7, if I fill and sent Form TE9?

5. Shall I pay that £203?

Cp8795 you could have add something useful instead of these useless sentence about moderator. At least it would have helped some one using this forum.

cp has, the moderator's function is not to respond to OPs' queries, so it's pointless putting them.

You had a new PCN; you made reps; you have a NOR.

You must now either pay or register an appeal.

We need to see all docs pertaining to this PCN, hence cp's request. It's standard fare, so pl post the full NOR.

As the vehicle clearly failed to comply with the sign, you are behind the curve: only procedural points could save your bacon, hence the request for the sight of all docs.
