As an aside from my recent post on here regarding railway station parking, whilst using an internet search engine for "railway bylaw 14" I came across this interesting if lengthy correspondence from the "what do they know" forum:
https://www.whatdotheyknow.com/request/railway_byelaw_144iii It seems Mr.Bostock had little chance of a straight answer to his FoI request. I've had a skim-read though it but will look at it in detail later. Generally with this sort of thing a BAU enquiry to POCorrespondence@dft.gov.uk yields better results, because FOIA cannot be used to ask a question of a department. At most it can result in an answer being provided if the answer is already recorded in written form, which it won't be if you're raising something they've not thought about.
