PCN on double yellow

Hi,

So I have received a penalty charge for being parked on a double yellow line while assisting a friends little brother as he fell inside a bar. I received a call from my friend who was working letting me know his brother had felt ill from alcohol inside a bar. For this reason I had to attend as soon as to collect him. The thing is I had the security on the door looking out for the vehicle as I go to collect him. They had made the wardens aware of the situation but it was ignored and they carried on rudely giving the penalty charge. He took a couple pictures.

I've also noticed on the PCN they observed the vehicle from 20:28 to 20:31. I've also noticed they have made contravention code 'parked in a restricted street during prescribed hours'; the pictures do not include any 'parking hours' and i'm sure its mean't to say parked on double yellow?

To whom it may concern,

I appeal this penalty charge on the basis that I had to attend the bar located on '109 High Street Brent Park, Harlesden NW10 4TS' due to a friends little brother falling very sick while watching the world cup as he was drinking alcohol. I had received a emergency call to attend as soon as possible to assist him and pick him up. For this reason I had no time to schedule where to park and I had to park the closest possible place which is safe closes to the bar. I also had to assist him to the car and parking accross the road or anywhere else would of been a risk.

How drunk was the passenger? Were they a danger to themselves walking? Only you can tell us, and what evidence can you produce regarding how bad they were? Age and/or gender may be a factor.

You have to persuade a council that parking on the lines was the most sensible option given the circumstances for the passenger's safety



Passenger was intoxicated to the point he was unable to walk & needed the assistance. Only evidence I can provide is most probably the phone call on the call log & a witness statement. He’s 19 & male

A witness statement from the venue would make this open and shut to be honest, can you procure one?

You'd better hurry up on that because memories of such incidents tend to fade quickly, in 6 months' time if we're about to the to the tribunal nobody from the venue will be likely to recall this particular incident.
