Changing Parking Restrictions

Hi,
Yesterday I drove into my local town and parked in the usual place.
On returning to the car I found a PCN from the local council on the car for "Parked For Longer Than Permitted".
On checking the signage I discovered that what had previously been a 2 hour waiting restriction had been reduced to 5 minutes!
Now I know I should always check the signage however the restriction has been 2 hours for many years so I didn't check.
So seeking some advice please.

1. Should I fight the PCN?
2. Can the Council get away with such a draconian reduction from 2 hours to 5 minutes?
3. What is the procedure the council has to go through in order to change a restriction e.g Public Notifications and local signage about the change?

The restriction change only affects a space sufficient for 3 cars to park, the rest of the street is unchanged.

Any help / advice appreciated.

Post the PCN and the council pics/your pics and street view location. Use a site such as Imgur or Flickr for pics.

I think we've seen a recent case with disabled bay set at 5 mins, which is ridiculous.

Hi, Sorry for not replying sooner, I do realise time is important.

The parking bays affected are the 3 on the LHS opposite the pub.

I know why the Council have reduced the parking allowance, its because they are planning major works to the railway station which is about 100m away. This means that the drop off/pick up spaces there will not be available.
I'm not convinced the council have proper notification procedures. They may have put it in the local Free Press and said the Order was available for inspection but I used these parking spaces regularly (at least 3 times a week)
and have not seen any notices posted in the street which I would have thought is the easiest way to communicate the change to the public.

Any help and advice appreciated

Well it's correctly served with a 17 min observation time (needed to be 5 +11).

The notification procedure looks like the best angle.
