Hi i parked outside the hospital after 7pm i got a ticket i read the signs it was dark. It stated i could park after 6 pm i did not realise that the sign was partly covered with a tree and branches and i was onlt reading half the sign and it was also dark. I have taken pictures the day after in the light. Also i cant seem to see the evidence from sandwell. Maybbe theyvwill provide whn i appeal. Shall i initiallly appeal on the above grounds and ask for the councils discretion to overturn the pcn. I will attach pics hopefully.
