I think I may know the answer to this one, but thought I'd ask.

The driver parked over a dropped curb which gives access to an unused side gate to a house.

having a quick read through other posts it would appear that this is now subject to fines by local councils.

Windscreen ticket attached.

These are indeed now subject of council enforcement, but house owner of the drive needs to complain first. I suspect it is not as disused as you say.
