I went to visit my my friends, when I left I had to move my one of their cars off the driveway and believing it was new years I didnt expect they would get a parking fine.

signage was insufficient their is no sign anywhere near where I was parked as seen in the image, there is also no sign on the other side of the road

Sorry i am unable to upload the evidence here, this website is too outdated to upload normal sized files

So did you believe there were no restrictions as it was NYE, or there was no signage? Did your resident friends not inform you of the parking arrangements outside their house?

Signage on the other side of the road would not have applied to you.

I guess they was under the impression it was NYE so they didnt mention the restrcitions to me, not my car

There's clear signage at one end of the road:
https://goo.gl/maps/3EbaJEnrnkJ2

whereas at the other end GSV only shows end of zone sign :
https://goo.gl/maps/wrSQWB2NDp52

You would need to check on the ground that there is no zone entry sign.

The other difficulty is that your friend is a resident who cannot be unaware of the restrictions where he lives

I did not see that sign as the car was already on the driver when i moved it. Though my friend is a resident I AM NOT, so if i was to appeal i wouldnt be appealing as a resident that lives on that road ??

You must have driven past the sign to get to your friend's place in the first place?

I believe there is a no entry sign on the other main entrance of the road, you cannot come from the otherside

So what? The only thing that counts is this: Is it possible to lawfully drive to the sport in question without passing that sign?

Pl explain.

Your friend was there, both your and their car were parked off the road, but theirs had to be moved to allow you to leave? Then they would have had to give you their keys, you drive theirs and yours off in order to get yours out. But then you'd have been in the vicinty while you reversed positions and left yours on the road? So how did their car get a PCN and not yours?

I was stayng at my friends; they were not there; there is only room for one car off-street; they lost out?

I honestly cannot recreate a scenario which gives rise to their car getting a PCN.

Do they know they have a PCN?

In parking terms, I cannot see what this matter has got to do with you: it's your friend's car; they have the PCN.

Or do they?

Not staying, leaving and simply didn't bother putting theirs back on the drive.

Agreed. The problem here being that the OP's knowledge of parking would not make the link(as you and I do) between RK and liability.

I just thought I'd spell this out to the OP.

The PCN is not theirs; the NTO would not be theirs.

OP, you can make a challenge in your own name, but IMO you need to clear your lines with your friend on a step-by-step basis because ultimately the liability lies with them, not you.

Yes look at this gsv

https://www.google.co.uk/maps/@51.4949112,-...6384!8i8192

You can easily go through the allyway on this side of the road and cut through into the middle of the road missing the sign. That allyway has several parking spaces as well. If i came from there after searching for a parking space it is possible i missed the sign

...and as for the absolute idiot who thought that placing the single 'Permit Holders..' sign so close to a right-angled bend with on-street parking on both sides and no centre-line wants their b****y bumps feeling...

..not the sort of bumps that would occur at this corner if a driver took their eyes off the road for a second to read the sign!

'What did that sign sa.........., .kapow, boom...b****r, I didn't see you coming'
