Council reply states that BB clock showed an arrival time , prior to issue of PCN, suggesting the clock had been incorrectly set/not updated from last time used. Correct arrival time must be displayed, to prevent 'time gouging' and CEOs do not have the gift of 'second sight'. OP if discounted Penalty is still avail -pay it. |

NTO is not the same as a PCN as it has less opportunities for challenge. |

As expected. No45 has a drive capable of accommodating 2-3 vehicles without impinging on the pavement, but drive is restricted by 'wheelie bins'. Properties without similar drive can parallel to property frontage, or just park on the Carriageway, unless/until Council introduce legal parking restrictions. |

With 4 speed 'captures' in 5 months, you are already on max 12 points on conviction, less 3 points for passing the SAC Course. No explanation will help you avoid a ban, indeed the recent Press coverage of a driver, in excess of 12 points, may dissuade Court from leniency. If you have held your virtual licence for less than 2 years, you may be considered a 'new' driver and DVLA could revoke it with only 6 points, or your Co Ins may decide to withdraw cover. 'Take the lead out of of your shoes.' |

Congrats to person posting the £60 cheque getting a free Cert of Postage, which I hope was retained. Under the Interpretation Act, the Authority cannot contend the cheque was not received within 2 postal delivery days. The Penalty due is the one applicable on presumed date. |

Council are not being overzealous. The bus stop has large bus stop and thick yellow line denoting a sig bus stop, which you encroached. London buses can operate after midnight and can arrive together. You took a risk and got penalized. De minimis may be your only hope. |

That is a question you should address to your local Authority (Refuse Dept). Bin collectors can no longer access Private property, for fear of Trespass and the lorries stick to the nearest highway for route. Our road contains 10 terraces, bins for each kept at back, but each week the residents are required to place their rel bins on the pavement in front of their house on correct collection day, for a max 24 hours. |
