Unloading in Residents Parking Permit

Hi all,

I received a ticket for parking in permit space while I was delivering something to a disabled person. I helped him to get the things inside of his house which took me couple of minutes. When I returned to my car there was already a ticket on my window.
Now I am not sure if I was allowed to unload in a permit space? Do you think I could have a chance if I challenge it?

Observation on PCN was 5 mins - what were you unloading? Shopping?

There will be no harm in asking for discretion especially if you were helping out a disabled person.

Sounds to me like you were exempt by virtue of 'assisted alighting'.

Discretion doesn't come into it.

Let's not overcomplicate things.

OP, why did you think that delivering entitled you to park without displaying a permit?

Your account is sketchy but I'm assuming this is not the first time for you, so on what was your presumption based, misinformation from the resident, wishful thinking?

The TRO might (or might not) include an exemption for loading / unloading, so it's worth checking.

No I am a contractor with a company that provides computer and etc for disabled students. I was delivering those and helped him to take them downstairs.

+1, unloading exemption applies if the TRO allows it. Note this isn't a yellow line case so there is no automatic exemption, the TRO needs to be checked.

Yes, was going to add that not all councils allow loading in residents bays but I would make the challenge regardless. They'd have to have a hard heart not to consider this, especially if this is a disabled resident who has a permanent address there.

Dear Sir/ Madam,
I received a ticket when I was delivering and helping a disabled student to take the boxes inside of his house. I am a contractor with Assistive Solution which is a company that provides IT equipment for disabled students. Please see the Runsheet which includes the name and contact nr of the student. The student didn't have any permit for visitors and I had to stop in front of his house as there were many boxes to unload. Please kindly cancel this PCN as I was only helping a disabled person.

I am a contractor with Assistive Solution [Solutions??] which is a company that provides computer equipment for disabled students. Please see the runsheet which includes the name and contact number of the student. I had to stop in front of his house as there were several heavy [correct?] boxes to unload and as he is disabled I had to carry the items inside for him, and I took no longer than needed to do this.

I understand that unloading can be an exemption to this ticket, and I would ask that you kindly cancel this PCN.

We don't have the order. That's why I worded it as i understand it can be an exemption.

you can call/email on details on this page - I guess asking for residential permit bays that include the road in question.

personally I don't see the point at this stage - I doubt they will reject if they do allow loading and if they'd don't I've only said it can be. You can add something like, if your traffic order does not allow loading, i hope you will use discretion on this occasion owing to the delivery to a disabled resident.
