Hi all,
I received a ticket for parking in permit space while I was delivering something to a disabled person. I helped him to get the things inside of his house which took me couple of minutes. When I returned to my car there was already a ticket on my window. Now I am not sure if I was allowed to unload in a permit space? Do you think I could have a chance if I challenge it? |

Observation on PCN was 5 mins - what were you unloading? Shopping?
There will be no harm in asking for discretion especially if you were helping out a disabled person. |

Sounds to me like you were exempt by virtue of 'assisted alighting'.

Let's not overcomplicate things.
OP, why did you think that delivering entitled you to park without displaying a permit? Your account is sketchy but I'm assuming this is not the first time for you, so on what was your presumption based, misinformation from the resident, wishful thinking? The TRO might (or might not) include an exemption for loading / unloading, so it's worth checking.

I would certainly challenge the PCN on the basis that you were engaged in an exempt unloading activity, and stress your job and role in assisting disabled students so had to carry things for them. I would include proof of delivery. |

Yes, was going to add that not all councils allow loading in residents bays but I would make the challenge regardless. They'd have to have a hard heart not to consider this, especially if this is a disabled resident who has a permanent address there.

I am a contractor with Assistive Solution which is a company that provides IT equipment for disabled students. Please see the Runsheet which includes the name and contact nr of the student. The student didn't have any permit for visitors and I had to stop in front of his house as there were many boxes to unload. Please kindly cancel this PCN as I was only helping a disabled person. |

Bahar20 you need to get hold of the Traffic Regulation Order so we can check the wording. How can I get hold of that? you can call/email on details on this page - I guess asking for residential permit bays that include the road in question. https://www.buckscc.gov.uk/services/transpo...ulation-orders/ personally I don't see the point at this stage - I doubt they will reject if they do allow loading and if they'd don't I've only said it can be. You can add something like, if your traffic order does not allow loading, i hope you will use discretion on this occasion owing to the delivery to a disabled resident. |
