On 10 August I parked briefly in Tower Hamlets, in a spot I shouldn't have. A traffic warden saw this and made no move to give me a ticket, then on the 19th of September I received a PCN saying I had been given a ticket on the day and the amount due is now double at £130. There was no attempt to ticket me on the spot and no photos were taken, is there any way to avoid paying this fine?

OP, you've admitted knowingly parking in contravention, and photo's are not mandatory, so you're looking for either a de minimis or a technical defence.
As others have said, please post up the NtO with Reg. No. and personal details obscured/redacted and a Google Street View reference or link to the location. If you wish to check for photo's Tower Hamlets website may have them available. |
