NIP issued 18/01/18 received 22/01/18. I returned the nip on 19/02/18. Will I be considered late in replying and receive a court summons? Why reply so late? Anyway, they will almost certainly accept the nomination and continue as normal. What's 'normal' will depend on the speed/limit. I was (badly) advised to wait as long as possible to return the form. Put date in my diary but now I’m thinking that date if issue is what I should have used to determine when 28 days start.

Usually no advantage in returning so late. Chances are they'll simply process as normal.

In very rare circumstances, replying at the end of the 28 days can help to cause a timeout (they have 6 months from the date of offence to instigate proceedings).
Technically you have 28 days beginning with the date of service (deemed to be 2 working days after posting unless the contrary is proven) for the required information to be served on the police (delivered). Your response should have been served by yesterday (which would mean Friday as service by post is not deemed to have been effected on non-working days). However, as you are still some way off the 6 months, I would be extremely surprised if they prosecuted you for being a few days late - assuming that your response contains all the required information, is delivered shortly, and does not include anything liable to rattle their cage.
