Scrapped car and parking fines, My car was scrapped whilst I was abroad

Hi,

My car was legally parked in Croydon with a valid and up to date resident parking permit. Due to the current COVID situation, I had to return to my home country for personal reasons in June and I returned back to the UK in September. Upon my return, on the 15th September, I found a letter dated 3rd September from the Place Department stating that “We have viewed the vehicle and due to its condition or positioning, obstructing the highway, collecting parking tickets, and apparently used for living in, it has or will be removed”. I was very surprised by that as I had a valid and up to date resident parking permit from Croydon Council. I should highlight that this was the first time I was hearing about any parking fines related to my car. I called the telephone number written on the letter and to my even bigger surprise I found out that my car had actually been scrapped together with all my personal belongings!!

Croydon Council had all my contact details, telephone number and email address from when I applied for my resident parking permit but no effort was made to contact me. I have not received a single email or a telephone call informing me of any of this.

On top of that, a few days later, I received 8 ‘Notices to Owner’ saying I need to pay £130 for each parking fine, and I am not even sure how many more notices I should expect. As I no longer have my car it was impossible for me to have known about these fines. I am suspecting that they wanted to do some road works or they changed the road layout and parking restrictions in the area hence the parking fines.

What can I do to appeal and cancel these parking fines (that i suspect will be around 25 given the timeline of events) and seek compensation for the price of a car plus the operating expenses for car insurance, breakdown cover and resident parking permit, as well as the value for my personal belongings?

Which is why the OP needs to engage with the dept. which removed the vehicle and find out the whys and wherefores.
