Dear all,
This is my first post, so please tell me if I've done anything wrong.
I've seen a couple of similar posts on here already about this. It seems that Turnham Green Terrace in Chiswick has been closed to cars except for loading, access and disabled. The idea is that it becomes a road with no through traffic (traffic order is TMO/E005/20). The problem is that many people have not noticed and have been using it as normal till they receive their first PCN.

My mum and my husband have just done so as our daughter goes to school round the corner, so there may be 8 more to come, from the dates after the first ticket. An article on ChiswickW4.com of 12 July states: "Traffic on Turnham Green Terrace has been maintained at normal levels with many motorist apparently unaware of the new restrictions. Sat Nav apps such as Google Maps and Waze do not give any indication that restrictions may apply...Local councillor Jo Biddolph has pointed out that when Orford Road in Walthamstow had similar access restrictions imposed the London Borough of Waltham Forest collected over £2million from PCNs from the camera installed at the site." My guess is that poor signage will make this seriously stressy sad.gif and expensive for people ignorant of the change (but very lucrative for Hounslow).

The signage is in my view not sufficient to indicate that a major change has occurred, for such a busy junction. Turning right onto Turnham Green Terrace from Chiswick High Road Westbound, via a filter lane, we noticed nothing, repeatedly. My mum's photo has a stream of apparently unaware cars in it - lambs to the slaughter. Also, like another poster, the contravention is 52J: Failing to comply with a prohibition on certain types of vehicle' without specifying what type.

It feels as though far more could be done to make this clear - larger signs with some kind of red line through or something? We think this will affect many people. ohmy.gif And we're worried we will have multiple tickets. ohmy.gif

Any advice please?

Traffic order Details below:
The council is progressing a trial road closure of Turnham Green Terrace with the intention of preventing through traffic.The closure will still allow access to Turnham Green Terrace Mews for businesses and associated visitors, with some loading/unloading and blue badge parking facilities being retained in Turnham Green Terrace to ensure those requiring these facilities are not adversely impacted.

The loading bays in Turnham Green Terrace will be for all vehicle users who are picking up or dropping off items at businesses and not just those traditionally classified as ‘goods vehicles’.Loading/unloading will be limited to a maximum stay of 20 minutes.

The existing pay and display parking bays, where not being used for loading or blue badge parking purposes, will be suspended, thereby ‘widening’ the footway and increasing the social distancing capabilities for pedestrians.

This measure will be enforced by CCTV rather than physical measures to enable the permitted access described.

The council will extend the footway adjacent to the bus stop outside Nos. 2-12 Turnham Green Terrace to improve social distancing capabilities for both those waiting at the bus stop and pedestrians using the footway.

Expected implementation date: July 2020
Interim review: Autumn 2020
Final review: Early 2021.

So, the key question is --does this include school run vehicles?

What does "our daughter goes to school round the corner" actually mean.

Thanks for engaging.
Sorry for being unclear. Our daughter goes to school on Bath Rd. It can be accessed in other ways (which we'll do from now on) so yours is a good idea but I doubt we would be allowed for access.

The issue is that we weren't aware of the change.
I suppose what I want to know is
a) can I ask to pay reduced fee on the basis that any further PCNs for the same thing between date of issue and 24th September are cancelled? and
b) do they ever accept that it's a genuine mistake if it's a recent change and
c) is it worth me trying to find out if there's been ridiculous numbers of people 'caught out' as I suspect, as evidence of bad signage? sounds like a time-consuming thing to do, but I'm feeling as though it's really unfair on people, especially in times of financial stress for so many.

You are in a situation we see often and if there are no grounds to challenge the PCNs we advise that you ask for all issued until you got the first one be cancelled (and pay the first one) as you weren't aware anything was wrong until the first one was received.

There have been successful appeals at London Tribunals based on the above.
London councils have, IMHO, behaved disgracefully in just erecting some signs with nothing in advance to warn of changes. Of course, as it makes them shedloads of money by this omission, you can see why.

OP----the TMO like a lot of others we have seen recently is aimed at through traffic. Your trump card is that you are local and your daughter goes to a school adjacent to Turnham Green Terrace.

Whatever the access rights I don't think the Council's traffic management reason for the TMO was to punish local residents as opposed to the rat-runners.

I would certainly describe the circumstances, indicate that you were not aware of the situation until the first PCN arrived and ask that the Council use its discretion and cancel the PCNs. You might sweeten the pot by saying you will pay the 1st but that is entirely up to you.
