I posted a few weeks ago about this company and this hospital

the hospital is preston lancs
PE work on this land ANPR only , no on site staff

I previously had used the disabled area about 6 times over a 5 mth period and displayed a badge face up

I recieved one ticket and kicked off PALs were not much help , however parking office manager started listening when I kicked off I asked why only one ticket , yet multiple stays , pe fowarded data to show number on entry - fail read on exit type senarios 3 times , according to them , I never went to routine appointments twice !!!, huge failure rate

seems that you have to go to the general enquires during office opening hours (9 till 5) and take your badge with your photo on it , this gives you one day amnisty

in my case I went from A+E , whilst ill to the SAU , and was discharged at approx 20.00 , - office closed

after kicking off , ticket was cancelled and I was told to foward a scan of my blue badge and I yes , the royal "I" as in me as in person whose photo is on card would be exempt untill 2024, when badge runs out , but my blue badge must be displayed

fast foward to todays problem
my car was being repaired, parked up knowing I was "white board listed"

nope , my girlfriend recieved a demand for money from PE

seems that they are throwing 2 fingers to disabled and blue badge holders , its the person that holds the badge (with photo) , nt the car , anyone can drive me around and park providing i am in car and display badge

but no , they expect the disabled to treck to an office , that most probably is unmanned or closed (after pm)

this must brake most rules inc ones set by BPA

ts the person , not the vehicle , the disabled should not be made to work harder than normal bodied people

pointless kicking off at parking office or local rag or even MP , they have heard it all before

this is a case where ANPR CANNOT work , without extra staff boots on the ground

my MP has been informed about PE and this location , its common to see this site in local paper

this was fowarded to me , and I have fowarded it to MP and parking office

clearly asking an aged or disabled person to jump thru hoops , and have to buy into new technology to use a service that is free to the end user is not correct

charge now cancelled


been onto PALS who were no help whatsoever , but managed to get email and phone of parking officer or parking department

went in with 4 barrels (by phone) , signage states that you need to take your blue badge to general office , to claim permit on a daily basis

you may register your blue badge by email after hours IF YOU HAVE INTERNET ACCESS
hidden away on a website that an elderly person who has not got internet access , or may be blind etc , is the fact that when office is closed (office is 9 till 5)

so , my car left the site at 18.28 , the driver (person who according to POFA ) is responsible , did not have a smart phone or internet , therefore at midnight a charge was issued

this makes the use of blue badge only possible from 9-5 for a non internet user

making or stating that a disabled person must have internet access in order to use parking outside office house goes against basic equality act format , if they wish to continue using ANPR , then they must have an office to register badge open 24/7 or a parking attendant manually whitelisting any car with a blue badge on ddisplay

at this point the ticket was cancelled

Ironicly , and nobody can actually answer this , the web statement states that your blue time clock (no mention of badge) must be displayed , why? there is no limit on parking time , there are no foot patrols and the bloody ANPR cameras can track you coming and going , I suspect this is set up to be a money earner by PE , as most people would "as per signage" blue badge must be displayed , then contradicted on a hidden webpage

the whole ANPR settup is a total failure at this side , however being a hospital , unlike a supermarket they cannot simply boycott the place

Yeah but Parking Eye and POPLA will conclude the PCN is correctly delveried within 14 days. You would to argue this in Court.



it was not delivered within the 14 days dvla, and printing took 7 , the letter was posted out during a national mail strike and close to weekend

I WOULD argue in court if needed , however rules are rules POPLA are obliged to ahere to rules , if they do not accept the date they are calling me a lyer , they are also calling a crown employee (post man) a lyer ,

ok reply , basicly saying "sort it yerself" parking eye comply with hospital rules

the local paper is full of complaints , even the local mp got a ticket when machines were broke

I had to make yet another trip to preston hospital , this will be about the 8th or 9th visit this year however despite all the visits I have got a ticket thru post this morning

I have a blue badge and try to use it sensably , so as not to antagonise supermarkets etc , I always display it when parked in disabled bay

OK , back to PE there is sighnage about 20ft high , at the entrance which is whereyou turn off from main road , there is no chance of reading it at junction , or indeed pulling over as it is solid yellow lines on main road , and single lanre with yellows on hospital land

when you drive into car parks , its a merry go round going round untill you see someone pulling out , on an average day you would have 2 or 3 cars directly behind you.

I parked in a bay that had yellow signage stating disabled parking , blue badges must be displayed (why have they got foot patrols?)

on the day in question I was not driving

time of arrival 14.22 time of leaving 18,28 3hrs and 44 mins
the letter goes on to state protection of freedom act etc etc , however I think they are out with there timing

date of offence 22/11 date of posting 29/11 recieved 06/12 letter recieved day 15 , if day of ticket is day one

the letter was sent by uk mail (second class) and posted during the postal strikes , there have been 2 strike days plus sun , strike dates were November 30
December 1 so the letter can only haave entered post on fri 2nd , followed by sat 3rd , and monday anfd today , our postman has told me to my face that there were no letter deliveries on sat 4th or mon 5th due to clearing backlog of parcels as priority over 1st class or second class


I have contacted PALS , now working from a mobile phone number at home , theydo notanswer , however anemail to them simply states PEs website and the fact that they will not get involved



the big elephant in the room , not seen previously and only available on a website is a line saying that , ,,,,,,,,,,, read it

the "main enterance" is some distance from the A&E department , you would be hevily frowned on , and posably ejected if you walked into that building spirting blood all over the place

seems that the system , if you need to register has a 8/1 fail rate as I have parked there at lest 9 times only one ticket

the grainy photos were taken from anpr cameras . so why display a blue badge?

you think they are a day late for liablity or not

You're way off on this comment! My 1999 Suzuki has a cable speedo from the front wheel, as did my 1964 Isetta...................

So, in the 1960's and 1970's, did the Hillman Imp. My competition car has the speedo driven from a front wheel sensor and one of my sons cars uses a GPS speedo. Looking at C&U regs it would seem that GPS is legal albeit the use of bicycle type GPS is frowned upon according to some sources.

cps (midlands) were banned from dvla access last year , they are back on IPC list now however that letter is from a nasty debt collector , they dont own the debt , so cannot start court action

I have question that you might be able to reply to that wiil give me correct voicals to tell him to do one

preston city counsil opublic street , goon on foot , preston , or maybe lancs cc subcontract work out

goon places ticket on car , Preston counsil LCC , NOT private parking co

where doesthis fall , is it county court and a ccj or is it (in my case 6-8 yrs ago) nasty men with warrents to sieze goods , not based on ccj , i had no county court

he is stating paperwork refers to county court and threats of ccj s

summot dont sound right to me

its a penalty notice on behalf of railway company for breach of bylaw 14 , not a parking charge as per normal

this is a case of the train co taking your to magistrates court , not a parking co taking you to county court

if you read it carefully , iyt clearly states magistrates

Apcoa , may well start a PRIVATE case in magistrates court , but this must be done (at least started) within 6 months , after which they can spend a vast fortune knowing that they will not get a penny from you , as it will go to central goverment

should they wish to waste money , there will be a much higher threashold , and they will have to supply supporting docs,

apcoa also state that / they will (or are) retaining data/info for 6 yrs , in which case they will have to produce all info relaTING TO every TIME YOUR CAR WAS CAPTURED BY anpr IN THE LAST 6 YRS


personally I would play it out , make an appeal , by letter , (no email address) aewait a reply by snail mail , wash and repeat at popla , be ready to complain if any debt collection letters arrive (to tthe BPA) , after that lot you should be in month 3 or 4 , a few debt collection letters then tell them to FO


popla should not accept the case as its not a parking charge

most tickets from PE and many other companies are sent by UK mail (company) ,

the actual letter only enters the royal mail network , at your local sorting office AFTER it has been on a fortnights second class holiday in the UK ,

letters sent by PE are NOT sent by royal mail first class

UK mail are not classified as a "postal provider" in the UK TO THE GENERAL PUBLIC , they do provide buisness post , but are not allowed to deliver to private residential dwellings

e.g. Post Thursday deemed served Monday.

It'll make sure they don't send important stuff to the wrong address. Making it a formal, notification of the correct "address for service"means they don't do themselves any favours if they make a convenient "mistake" and send -say- legal papers to the wrong place, hoping you'd miss them and they'd get a win by default.

There's a lot of people who only update their driving licence address when they move but completely ignore the V5 registration document. Is YOUR V5 properly updated as well as your licence?

Get it done ASAP , check both are correct

The DVLA can issue a real fine of up to £1000 for each "offence" , that's up to a grand for each omission , but should be ok if you get it done ASAP


Done. I thought it cost money to do it, so couldn't afford to initially upon moving, but it seems I was mistaken.

no that is incorrect , first half ok , they can pay it and stand cost themselves OR they should inform the PPC that you were the hirer , not simply pass on the docs

ollocks , they issued ticket , they are members of AOS , you appeal to the parking company , not some 2 bit debt collector

ok , they are threatening not to process appeal , if you send it to wrong company

i dont give 2 monkeys what they say , they wrote ticket and they , not some debt collector is responsable for appeal and popla code

if they fail to issue code or process appeal , inform BPA that you appealed to address reg at companies house

also note WHICH company you are replying to paymypcn / zzps etc are not the parking co , most addresses shown are paymypcn and not the parking co

more likely working on theory of easy touch , after op paid them £60 , timing seems wrong

would not be suprised if scammers just used address details from previous claim , and indeed used other pics they had

as well as sar , I would be emailing dvla and ask how many times and dates
