Hi,

Like most, I am not using my car much at the moment. This morning, when I went to use it today, I had three PCN's on my windscreen!

I had parked very slightly where there was a dropped curve on the corner of a road. It wasn't the whole car, just the back wheel.

My issue is that, in the current circumstances I feel this is very unfair - if I had been going to work as normal, I would have noticed, but of course I have been staying at home as instructed!

Also, the tickets were issued each day other three consecutive days, with less than a 24hr gap in between.

If there's any way I could contest this, i would be grateful for guidance.

I have attached a copy of the PCN's and the part of the road where I was parked. I drive a mini so it was not blocking the pavement for pedestrians.

You have no chance with the first other than a plea for discretion, for the second and third you can challenge that as there was only one instance of parking there was only one contravention so they should be cancelled.

This is in line with the legal doctrine that you can only be punished once for one offence

Totally irresponsible and dangerous parking, Covid or no Covid. I'm surprised you weren't towed by the police.

Anyway, as suggested submit challenges for all three but accept that you should not have parked there and on viewing the photos you're ashamed that as an experienced driver you could have parked this way. Lay it on thick.

But despite your initial error, you believe that because the vehicle was subsequently stationary for 3 days during lockdown you are liable only for the first PCN.

Therefore as regards PCN *** issued on *** you are making reps with a request that the authority might exercise discretion and in respect of PCNs *** and **** issued on *** and *** respectively that the penalty exceeds the amount applicable in the circumstances of the case by virtue of this being a continuous contravention.

You accept that the initial contravention occurred and therefore if the authority are not minded to cancel the second and third PCNs then you would be grateful if in their response they would focus on why the principle of continuous contravention does not apply and not belabour the issue of the contravention itself.

Agreed. Over a dropped kerb, right at a junction, not particularly close to the kerb. That’s not a good look.

However, the council cannot issue multiple PCNs like that. Get the last two cancelled as a continuous contravention. Pay the first at the discounted amount before it goes up. You can try challenging the first but apart from “but lockdown” you’ve got no chance there.

I would pay the first one at the discount and challenge the other two. Post a draft on here before sending it off.
