Roadworks Camera Van with Flashing Yellow Light?

There are roadworks going on at the A27 near Lewes - one direction is 50mph and the other (wider with nothing happening) side is 40mph.

I have seen speed camera signs but tonight I was driving up the 40mph side and I wasn’t even thinking about my speed and I go past a speed camera van - except its not like one I have ever seen before. First of all its night - so its pitch black - no lights illuminating the road - then it has a big yellow (roadwork) style light on top of it - it appears to be a single rear facing camera. I only noticed it because of the headlights shining off the camera sign on the back as it was so dark. There was a car along side me driving slower than me most of the way as well in between me and the van.

As I drive past I looked at the Speedo and it said 53 (in a 40) which is a 70 dual carriageway the rest of the time.

First of all - what kind of van is this? Is it likely to actually be able to see me in the night? (Or was it just left parked there from the day time and not moved yet)?

And if it is a working van and I was caught going 53 what can I expect? (Frustratingly its a new work car so any NIP won’t even come straight to me - it will hit the lease company then my work before me).
