Is this NIP not valid due to being time-lapsed?

Hi,

I received a NIP recently and the date of the alleged speeding offence is 17th October but the date on the NIP is 1st November.
My understanding was that the NIP should be issued within 14 days, the date of the alleged offence being day 0.
The 14th day would have been 31st October.

Just wondering if I'm right about this?

Thank you in advance for any help/advice.

If a NIP went to the lease company who named your company who then get their own new NIP, that would be dated later......
