Hi All,
Hoping you maybe able to advise, I have just received this PCN - Contravention Code 16. 'Parked With one or more wheels on or over a Footpath or Any part of a road other than a Carriageway' I would like to know if I have any grounds to appeal or even if this ticket is valid based on the fact that the no parking on single yellow line is from Mon- Sat 7am - 7pm. This Ticket was issued at 19:03 ( Saturday) I have attached the PCN itself along with images of how the car was parked. Thanks in advance Jason |

The contravention is for parking on the pavement, the yellow line is irrelevant.

Unless Redbridge Council have dis-applied by a Resolution in Council the London wide 24/7 ban on "Footway Parking" as it's generally known, you would appear to be bang to rights on the Contravention itself.
The sign you have photographed has no relevance as it's a totally separate piece of legislation used for Footway Parking. You can find out about the resolution by writing to the Council's Legal Dept. and asking for a copy - it may also be on their website - although having had a look on GSV, I can't see any signs that would indicate that this has happened, so paying at the discount may be a good option, but wait and see what others have to say. It is hard to get hold of a resolution when it does exist. I see no chance of one turning up given there's no indication whatsoever that footway parking is allowed.

Why on earth are we on this side-track of "resolution". There is no hint here that the London-wide ban on off-carriageway parking has been dis-applied by the council, nor has the OP mentioned it, only citing the yellow line restriction and the fact he was outside its hours. It is clear the OP knows nothing at all about the London-wide ban on such parking. From what I see he is bang-to-rights. Yes, a hard lesson, but one so many seem to have to experience.
