Very common down here in darkest Sussex! On roads running alongside beaches especially. As the sign says - May to September restriction.
As for whether it should be a single yellow line, I don't believe so as the restriction is 24hrs a day (just only in the months specified). |

TSRGD 2002 had the wording on DYLs that they prohibited waiting at any time for a period of 4 consecutive months.
