Time limit to apply for a warrant after contravention date

I got a PCN last year, but the date on the warrant of control given by the TEC is 1 year and four days followng the contravention date.

Is there a time limit for the council to apply for a warrant following the date of contravention?

That's the kind of daft, misleading and inaccurate term mentioned on another website.
