My policies include rescinding all fines issued against residents of Greater Manchester and prohibiting bailiffs from operating in Greater Manchester. Of course, sometimes people are fined for doing things that we would prefer them not to do. In these cases, the fines would be replaced with other measures that were more effective in preventing them from doing it again. eg. If someone is guilty of fly tipping, they could be given work restoring a local park, which would be beneficial to the locality and which, instead of being a punishment, would feel like an achievement and would dissuade them from fly tipping in future. But as mayor you have no power at all to do most of that, though you may get the ability to offer restitutative solutions in lieu of prosecution for those offences normally prosecuted by councils such as fly tipping but not including speeding, affray etc etc. Ref Parking fines, they are a tiny minority, most financial penalties are either via Council Penalties (which a Mayor could do something about - but only by reducing enforcement and risking increasing problems as a result) or private parking charges (which a Mayor could do nothing about for existing premises although you could add a block for future planning consents), these are NOT fines (which can only be imposed by a court). It would help to at least use the right name for things so you differentiate the things you may be able to do from those you cannot. You'd need to also explain how you'll fill the hole in the council budget caused by decreasing PCN payments. Perhaps only seek to offer that which you can deliver as opposed to sweeping promises you would never be able to honour. Next you'll be claiming Mexico will pay for it! But unlike politicians who promise the earth, we do try and often succeed in delivering. If you wish to address council parking fines, how about dealing with it at the source, something that an elected mayor would find within their powers. Shake up the parking enforcement department so that penalties are applied within the laws, discretion is applied, consideration actually takes place and possibly even take a leaf out of Westminster's book in employing Traffic Marshals who are tasked with moving bad parkers on, guiding them, not just slapping a PCN on the screen |
